Wayne's a multiple Most Valuable Panhandler winner, and candidate for the Florida Taxpayer Handout Hall of Fame. Some highlights from his legendary career as taxpayer mooch:

In the 1991 legislative season he received $60 million in sales tax rebates.

In 1994 he won approval from legislators to create "Wayne's World," his grand scheme for a self-governing entertainment complex in Broward.

In the 1997 legislative season Wayne hit up Florida taxpayers for another $60 million in tax rebates,and $15 million to build an auto racing museum. Later that season he asked local officials for $300 million to build a domed baseball stadium.

This season's request: He demands taxpayers pick up the tab for taking care of Florida residents injured and maimed by tourists driving his rental cars.

Special note: A big believer in mastering the game's fundamentals, Wayne has doled out over $250,000 in campaign cash since 1996.
